wheels deploy server
Host-level operations that don’t fit in the app/proxy/accessory model.
The documented shell forms are the flat aliases wheels deploy exec and wheels deploy bootstrap. Older CLI runtimes intercepted the nested wheels deploy server <verb> form in the top-level server command (#2677), which is why the flat aliases exist (#2690). On the current runtime the nested form also reaches deploy dispatch.
